Development Services department continues enhancing customer service and innovation delivery for residents

City of Reno issued the following announcement on October 22.

Since Doug Thornley became Reno City Manager in October 2020, he has worked to enhance customer service and innovation delivery for residents. In another organizational move toward advancing that goal, Thornley and his executive team are announcing the formation of a reenergized department called Development Services at the City of Reno.

The Development Services department replaces the former Community Development department. The new structure and focus are meant to improve transparency, consistency, and clarity in the areas of development, planning, and safety.

The City is pleased to announce many critical staffing changes that will advance these goals. Chris Pingree has been promoted to Director of Development Services, effective immediately. On Tuesday, October 26th, Angela Fuss will return to the City as the Assistant Director of Development Services.

“Chris and Angela embody the leadership qualities and innovative spirit that we value as a team,” Reno City Manager Doug Thornley said. “Their contributions are adding to the special culture that we're building here.”

Additionally, Jason Garcia-LoBue will become Planning Manager, Nathan Gilbert will become Senior Planner, and Bob Flores will be the new Building and Safety Manager.

“The community deserves a Development Services department that encourages positive change in the way we do business,” Pingree said. “With our new structure, Development Services will make innovative process improvements, implement technological solutions, and establish consistent communication with our internal and external customers.”

“I am thrilled to be working alongside this talented team of professionals and look forward to continuing our efforts for improved development services,” Fuss said.

As part of the restructure, future planning will be under the Office of Policy and Strategy, Business Licensing will be under Innovation and Experience, and Code Enforcement will be under the City Manager’s Office. Additionally, Alex Woodley was promoted to Director of Code Enforcement.

With a specific City of Reno strategic priority outlined to cultivate alliances with regional partners, both public and private, to address mutual challenges and create opportunities for effective and efficient service delivery, Thornley has made several key additions since October 2020 to the City of Reno leadership team: 

  • Jackie Bryant was hired as the new Assistant City Manager 
  • JW Hodge was hired as the new Director of the Office of Policy and Strategy
  • Ashley Turney was recently named Chief Innovation and Experience Officer
  • Trina Magoon was promoted to Utility Services Director
  • Kannaiah Vadlakunta was hired as the new Director of the Department of Information Technology (DoIT)
  • Norma Santoyo was hired as the new Director of Human Resources
